Town Board Meeting November 10, 2008
Present: Board members/supervisor: Carol W. Eileen F. Lisa D. Ben J. Kathy M. (town clerk), Lew M. Barbara B. Other Town employees: Dave S., Scott B., George K.
Before going to the agenda, David Sager, our County Representative, addressed the group and took questions. Many questions and comments were about the money spent on salaries for Legislators, and County Manager, and about the giving of tax breaks to corporations like the Millenium pipeline, and Cappelli's Concord Hotel/Entertainment City project. Apparently the County's Industrial Development Agency (IDA) is the agency reponsible for these proposals. I assume the Legislature votes yes/no on them. Sager often said he is "one of nine" as in, its not his fault since he voted against these tax breaks. I specifically asked him to advise his constituents when such proposals are made, so we can make our feelings known. Also discussed were the spectacularly bad decisions made in regards to the Landfill.
Agenda: Approval of minutes, including those special sessions of the Town Board that dealt with this year's budget. Reports from Highway, Water/Sewer and Code Enforcement. CEO reported on cell tower, mentioning that a site plan is needed for the town property on which the tower is to be located. this project seems to be going forward, slowly.
UDC representative said that the NYRI issue and Gas Drilling issues are ongoing, and the UDC is celebrating its 30th anniversary.
New Business:
Special Election regarding merging of Highway and Water/Sewer into one Dept of Public Works, with an appointed head, has been deferred to spring, 2009, when many resident who leave for the winter months return. A member of the audience, Mike, stated that the information on DPW savings was inaccurate and needed correction.
The 2009 town budget was adopted. It represents an overall increase of 1.3% and a property tax increase of 2.5%.
A motion was passed allowing the Officer of the Court to wear a firearm.
Scenic By Way contribution was approved.
New business: Carol W. brought of Association of Towns Conference, and Partial pmt of taxes.
Dates: Santa at Town Hall...Dec 14. Last meeting of 2008 December 29, at 6:00PM. Eaglefest...Chamber of Commerce will meet and this will be further discussed at next meeting. Also announced that the Sull West Bus Garage was sold to the highest of six bidders, which was Grady Avant.

Planning Board Meeting November 17, 2008

Audience included Tony Staffieri (see below), Tony Ritter, Chris Holden, Susan Sullivan
There were no public hearings scheduled. Tony Staffieri came before the Board to find out how to get their OK for the work trailer which he has put on his property (somewhere on Arena Road) which he wants to use as a construction trailer while completing the building of his home. he is seeking a Special Use permit for one year. He said he has an approved site plan, and septic plan. but turns out these plans are 5 years old. He apparently put the trailer there without permission. A construction trailer apparently does not have a category under special use..The Board asked that Tony get all his building plans either re done or updated by an lisensed engineer, and give them to Code Enforcement. and they will go from there.
Old Business: Regarding the Bosser Property where approval was given which created a nonconforming lot. When Amy read the minutes, apparently two Board members objected. Jack Lang and ???? I would guess Michael Eury. The Board still had the majority plus one that it needed to disregard the negative County Review (GML 239).
I read a letter stating my ojection to the manner in which they conducted the Public Hearing (announcing their decision prior to discussion, ) and thanking those who objected. I also requested a copy of the 239, which I have received. The last paragraph states "If the municipal body having jurisdiction has acted contrary to the recommendation of the Sull Co Div of Planning....please attached a resolution setting forth the reasons for such contrary action" No such attachment was done (or if it was, I did not get a copy)
