A Regular meeting of the Town of Tusten was held on February 11th, 2008 at 7:00 P.M. at the Tusten Town Hall with the following members present:

Pricing received and ordered cap for Ranger.
Received pump station replacement lids, First one to be installed on 2/12.
Attended seminar on pump station maintenance.
Ordered and installed new telephone dialer for sewer plant, commissioned and tested.
Annual service of SCBA will result in replacement since manufacturer is out of business.
In ordering replacement parts for grinder and effluent pumps it was found that effluent pump and rail systems (for both grinder and effluent pumps) are obsolete. Spent time researching and standardizing a replacement for renovations. Receiving pricing from distributors.
Started reviewing submittals for Kirk’s Road pump station from second distributor.

UDC REPORT
Charlie Wieland reported that the new NPS Superintendent, Al Martinez, came to their meeting and seems like he will be good to work with. He said NYRI is considering another route and people should think about whether the new location is OK.

The Public Hearing on the Uniform Premises ID Law will be postponed until the March meeting. The McHugh Road bridge bids were opened by the Town Clerk and given to the Highway Superintendent for review. The bids were as follows:

Requirements For Service Connections
In The Narrowsburg Sewer District
Application for Permittc "Application for permit"
An application for sewer service must be completed for any new service, tank replacement or repair to any part of the sewer system.
The owner/installer shall not connect any service line that has not been approved in writing by the District.
A notarized easement, transfer gains affidavit, town/ county or school tax bill and application fee shall accompany each application.
A diagram of the proposed installation shall accompany the application indicating the type of pipe and length to all elbows, cleanouts, and gravity sewer main, location of septic tank(s), buildings and property lines.
Required, Prohibited and Controlled Discharges
All tub, sink, toilets, shower, clothes washer, dishwasher and garbage disposal waste shall be connected to the sewer service line.
No rain gutters, sump pumps, pool drains, basement drains, garage drains, yard drains, humidifier drain lines, heating lines, refrigeration condensate lines or cooling drain lines shall be connected to the sewer service line or gravity sewer main.
The District may require additional treatment or pre-treatment from the owner/installer depending on the characteristics and quantity of waste that shall be discharged into the sewer system. IE; grease interceptors/removal systems for food establishments and restaurants, sand interceptors for carwash.
Construction/ Installationtc "Construction/ installation"
All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner.
Installer shall notify Dig Safely New York- (New York State Underground Facilities Protection Organization) before any excavation begins as required by New York State law.

Septic Tank
A septic tank is required to be installed for each service connection to the public sewer. A tank with a minimum capacity of 1000 gallons is required for any installation and a single family dwelling between 1 and 3 bedrooms. A 1,250-gallon tank is required for a 4-bedroom home. A 1500-gallon tank is required for a 5-bedroom home. A 1,750-gallon tank is required for a 6-bedroom home. Where garbage grinders are to be used, tank capacity must be increased by 1/3.
Multiple family dwellings, multiple dwellings connected to a common tank, residential dwellings larger that 6 bedrooms or other non-residential uses shall require a larger tank as determined by the District Engineer.
Single tanks are required for capacities up to and including 5000 gallons. Septic tanks in series shall be considered only for capacities over 5000 gallons.
All septic tanks shall be constructed of precast concrete with steel wire mesh reinforcing. Septic tanks installed in the District shall conform to attached typical diagram "1000 Gallon Septic Tank" and the specifications described herein. Septic tank dimensions must conform to the NYSDEC Design Standards for Wastewater Treatment Works- Intermediate Sized Facilities-1988.
All tank accesses shall be 24” inside diameter. All tank covers shall be 30” outside diameter.
The exterior, including top, bottom and sides, of all septic tanks shall be coated twice with Kopper Bitumastic Super Service Black or equal.
A 4-inch schedule 40 solvent weld coupling shall be cast in the tank cover to accommodate an extension to finished grade. The extension shall not be greater that 6 inches and be constructed of 4" schedule 40 PVC. All extensions shall be capped with a 4-inch recessed plastic threaded plug. The screw plug adaptor and the PVC pipe shall be solvent welded. The PVC pipe and the coupling cast in the cover shall not be glued.
The septic tank shall be precast with low-pressure pipe seals to accommodate inlet piping, outlet piping and inspection ports.
Once the inlet and outlet piping are installed the annular space between the low pressure pipe seals and the tank shall be sealed with hydraulic cement. All unused piping cutouts and temporary drain holes shall be sealed with hydraulic cement before the tank is installed.
If the tank is positioned in a driveway, parking lot or area traveled by automobiles or heavy equipment the tank shall be of construction designed to withstand the weight of traffic. In addition the tank shall be fitted with a manhole ring/cover level with the finished grade. The manhole cover and frame are to be of the same type standardized in the District.
All tanks shall be set level and to uniform bearing on a minimum of a 6-inch thick layer of crushed #1 stone or Item #4 . Unstable or wet excavation floors shall be stabilized by additional excavation, back-filled and compacted. Backfill for the tank shall consist of select materials with no rocks larger than 3".
Tanks shall be placed so that the top of the precast cover shall extend to within 6 inches of finished grade. A concrete riser may be needed to accomplish this. The concrete riser shall have a 24" internal diameter with a minimum of a 3-inch wall thickness to match the septic tank access. The riser is to be sealed to the tank with 3/4-inch bitumastic seal. If more than one riser is needed each section shall be attached and sealed with 3/4-inch bitumastic seal. Concrete risers shall be coated twice with Kopper Bitumastic Super Service Black or equal. No 3/4-inch bitumastic seal is to be used between the riser and the cover.
The outlet end of the tank shall have a outlet tee and gas baffle tee (double tee assembly). For tanks with a liquid depth less than 40 inches, the top of the lower tee shall extend 15 inches below the liquid surface. For tanks with a liquid depth greater than 40 inches, the top of the lower tee shall extend 18 inches below the liquid surface. The double tee shall consist of 2 4x4x4 tees and a PVC nipple as shown in the septic tank diagram.
The owner/installer shall set the septic tank as close as possible to the sewer main but still within his property boundaries.
All septic tanks shall be laid at least 10 feet horizontally apart from any existing or proposed water line or building. The distance shall be measured edge to edge.
Pump Stations
If grade, tank or main depth determines the use of a pump the owner shall install a pump station equal to and standardized with existing pump stations in the sewer district in accordance with specifications supplied by the District. Pump stations are to be located after the septic tank.
The Owner shall provide permanent power for the pump station.
Control panels will be mounted on the building and permit convenient access for inspection by the District
Piping
Service pipe is to be 4 inch SDR-35 PVC . The pipe and fittings shall be of rubber o ring/ring-tite.
Unshielded FERNCO style couplings are prohibited. The use of shielded FERNCO style coupling requires specific application approval.
Septic tank influent connections are to be made watertight and have a minimum pitch of 1/4 inch per foot back to the building.
Septic tank effluent connections are to be made watertight and have a minimum pitch of 1/8 inch per foot to the main.
Piping under automobile or heavy machinery traffic is to be at least 2 feet below grade.
No fittings greater than 45 degrees shall be installed.
Bedding material for pipe shall be dry and free from rock greater that ¼ inches and frozen chunks.
Trench backfill material shall consist of soil not containing rock larger than 6 inches.
All service lines and shall be laid at least 10 feet horizontally apart from any existing or proposed water line. The distance shall be measured edge to edge.
A toning tape shall be installed 18 to 20 inches below grade over all buried piping. The tape shall be buried in the trench a minimum of 1 foot directly above the pipe. The tape shall be covered with its continuity intact and the words "sewer" or "waste water" printed on it.
All piping and connection components are to be of corrosion free components.
When the amount of pipe to be installed exceeds 200 feet all piping when completed shall be tested using accepted methods in a manner approved by the district and show no leakage.
Cleanouts
A 4 inch PVC SDR-35 cleanout shall be installed 3 to 5 feet from the effluent and influent ends of the septic tank and every 80 feet thereafter . A cleanout shall also be required 3 feet before an elbow. The cleanout should be fitted with a 4-inch PVC sanitary tee with its direction of flow pointing downstream towards the main. Cleanouts shall be brought to the finished grade with 4-inch PVC pipe and capped with a 4-inch recessed screw plug. Cleanouts shall be watertight, solvent- welded and plumbed vertical.
The second cleanout after the septic tank, and each cleanout thereafter shall be covered with a cast iron valve box of the same type as standardized by the District.
Connection to the Main
The 4-inch connection to the gravity sewer main shall be made with a wye type tee with the direction of its flow pointing downstream.
The District shall provide size, type and approximate depth of the existing main to the installer. All connections are to be watertight.
Pavement
All pavement work and restoration in public right-of-ways shall be performed under the permission of and to the specifications of the Town of Tusten Highway Department Superintendent. Traffic control shall be provided at all times during job duration in conformance with the New York State Manual of Uniform Traffic Control.
Inspections, Approval and Final Acceptance
No sewer line, septic tank or appurtenance shall be backfilled until inspected by the District.
No waste shall be discharged to the gravity sewer or a certificate of occupancy be recommended until the installation has been approved by the District.
The owner is responsible for defects in installation for a period of one year after approval.
Only after the approval inspection is made and a correct easement is received shall the District approve the installation.
Before District approval an as-built diagram shall be required for the connection for the entire installation. The as-built shall contain triangulated measurements (ties) referenced from the building, of all cleanouts, the center port extension, elbow fittings, tank inlet, tank outlet and the sanitary wye connection to the main.
A recorded permanent easement shall be required covering the septic tank and service line to the main before approval. A separate easement is required for each of the properties that the sewer lines/tank crosses.
Maintenance/ Responsibilities
The District shall be responsible for pump station maintenance, monitoring, pumping and maintenance of the septic tank and maintenance of the service line from the tank to the main after final acceptance. The owner shall be responsible for all maintenance between the house and including the connection to the septic tank.
After final acceptance it is the responsibility of the owner to raise any sewer appurtenance including, but not limited to manholes, pump basins, cleanouts, septic tanks, inspection risers or access risers due to any grade changes or the paving operations.
Permanent power for pump stations shall be provided by the Owner.
In the event the septic tank size becomes inadequate as outlined in the specifications due to changes in use, occupancy, building additions, or addition of bedrooms the owner shall be responsible to install one of suitable capacity as specified by the District.

SET PUBLIC HEARING FOR UNIFORM PREMISES ID LAW
On motion of Supervisor Johnson, seconded by Councilman Wingert, the following resolution was

RESOLVED that a Public Hearing be held at 7:20pm on March 10th, 2008 for the purpose of taking public comment on the Uniform Premises Identification Law.
Whereas the Town of Tusten is charged with providing for the safety and welfare of its residents; and
Whereas the County of Sullivan has developed an Emergency 911 address system, which includes the Town of Tusten, to aid emergency responders to quickly find locations needing emergency services; and
Whereas the Narrowsburg Fire Department, The Lava Volunteer Fire Department and the Tusten Volunteer Ambulance Corps. have requested that the Town Board of the Town of Tusten require uniform posting of Emergency 911 addresses; and
Whereas the Fire Code of New York State, the Residential Code of New York State and the Building Code of New York State require premises identification on all buildings; and
Whereas the Sullivan County E-911 Center recommends a standard that numbers should be a minimum of three inches and made of reflective material; and
Whereas it is generally recognized that a uniform method of address markers greatly enhances the speed and accuracy of locating emergency sites,
THEREFORE, let now be resolved that the Town Board of the Town of Tusten adopt Local Law 1 of 2008 which shall be known as The Uniform Premises Identification Law, as follows:
Every premise within the Town of Tusten of residential or commercial or mixed occupancy, shall have its approved Sullivan County E-911 address clearly and uniformly displayed:
1. At the driveway’s intersection with the road, or if there is no driveway (such as in the downtown business district) then on the face of the building which abuts the road;
2. On 6” by 18” blue reflective backgrounds;
3. Using white reflective numbers that are a minimum of four inches in height and which have a stroke of 1/2 inch
4. Existing address signs with a green background may be kept provided they are located at the driveway interface with the road
PUBLIC COMMENT:
Councilman Wingert asked about the TV channels being dropped. WNEP is only temporarily out, there is a tower issue. Charlie Wieland asked if the Weather Channel is being dropped. He feels it is important because of flooding issues. Chris Holden had a question about the cell tower and zoning. It is on municipal property and even though it is in R2, not R1, the Town has a waiver because it is used for emergency services. Tony Ritter said the chamber of commerce is entertaining the idea of a Farmer’s Market in Narrowsburg. The meeting will be this Wednesday at 3:30pm at Roaster’s. The plan is for a market from May or June to October on Saturdays. They are trying to line up 4-5 quality vendors. Susan Sullivan mentioned that the Delaware-Highlands Conservancy is holding a training session on February 21st on Conservation Subdivisions. She also said they will have someone at the Sullivan County Planning office two days per week.
Returning to Old Business, the Highway Superintendent had reviewed the McHugh bridge bids and recommended accepting the low bid of Werlau Enterprises.
